Do you have instability with descending stairs or squatting? If so, the ACL may not be providing enough support for your knee. However, you may counteract that by strengthening the quadriceps and hamstrings to provide more stability. Try a single leg squat. If you can do that successfully without instability, you should be okay.
However, I do not know how the military determines eligibility. Good luck.
